Under the R&D Tax Incentive program, qualifying core R&D activities must involve experimental activities conducted to generate new knowledge, where the outcome cannot be known in advance. For manufacturers, qualifying activities commonly include developing new product formulations or designs where the outcome is genuinely uncertain, conducting production process trials to test whether new techniques or materials will work at scale, constructing and testing prototypes, and conducting systematic experiments to resolve specific technical unknowns. Routine production runs, incremental adjustments to existing products, and market research do not qualify as core R&D activities.
The South Australian payroll tax-free threshold is $1.5 million in total Australian wages per year. For employers with wages between $1.5 million and $1.7 million, a graduated threshold reduces the taxable amount. Above $1.7 million, the full 4.95% rate applies with no threshold. Importantly, related entities are grouped for threshold purposes under the Revenue SA payroll tax grouping rules, meaning two related manufacturing companies with wages of $900,000 each would be grouped to $1.8 million and both would have a payroll tax obligation.
The Export Market Development Grant (EMDG) provides reimbursement of up to 50% of eligible export promotion expenses for businesses with annual revenue under $20 million. Eligible expenses include overseas marketing trips and representation, trade fair participation, digital marketing targeting overseas markets, free samples sent overseas, and intellectual property registration in export markets. Applications are lodged annually through Austrade after the financial year ends. The maximum grant is $770,000 per year across all tiers.
Manufacturing inventory accounting involves three stock categories: raw materials (purchased inputs not yet in production), work in progress (partially manufactured goods), and finished goods (completed products ready for sale). The cost of goods manufactured must include direct raw material cost, direct labour cost, and a proportion of manufacturing overhead. Getting this wrong means your profit margins are incorrectly stated, and your tax return either overstates or understates the cost of goods sold. We set up Xero with manufacturing-specific inventory tracking to keep these categories accurate throughout the year.
Your manufacturing business may need to register for South Australian payroll tax if your total Australian wages exceed the payroll tax-free threshold of $1.5 million per year. If your wages are between $1.5 million and $1.7 million, you may be subject to a graduated threshold. If your wages exceed $1.7 million, the full 4.95% rate applies with no threshold.If your total Australian wages, including wages paid by any related entities, exceed $125,000 in any calendar month or $1.5 million per year, you have a payroll tax registration obligation with Revenue SA. Related companies, trusts, and partnerships are grouped for threshold purposes. Many manufacturing businesses reach this threshold when they take on their second shift or expand their production team, without realising the obligation has been triggered.
