A farm management deposit (FMD) is a savings account available exclusively to primary producers that allows you to deposit pre-tax income in a high-income year and withdraw it in a lower-income year. The deposit is deductible in the year it is made and assessable in the year it is withdrawn. This shifts taxable income from a high-income year to a lower-income year, reducing the overall tax paid across the cycle. The maximum amount per individual across all FMD accounts is $800,000. See the ATO's FMD scheme page for full eligibility rules.
Income averaging allows primary producers to calculate their income tax as if their income had been received evenly over the past five years rather than in a single year. In years when income exceeds the five-year average, a primary producer averaging offset reduces the tax liability. This is particularly valuable for grain farmers, who may experience very high income in a good season followed by significantly lower income the following year. See the ATO's income averaging page for how the offset is calculated.
Since changes introduced in the 2018 federal budget, primary producers can immediately deduct the full cost of fencing construction, water facility construction, including dams, tanks, bores, and irrigation channels, and fodder storage assets, including silos and hay sheds. These were previously depreciated over the asset's effective life. The change means that major capital investment in these categories reduces your taxable income in full in the year of expenditure, rather than over 10 to 40 years.
The Wine Equalisation Tax (WET) applies at 29% on the wholesale value of wine. It is typically paid by the manufacturer, wholesaler, or importer. Small wine producers who sell directly through cellar door, wine clubs, or online are also subject to WET on those sales. The WET producer rebate allows eligible small producers to reduce their WET liability by up to $350,000 per year. Eligibility requires that the claimant be the wine's producer and that certain association rules be met. We register clients for WET, prepare quarterly BAS reporting, and claim the rebate where eligible.
Farm succession planning works best when started five to ten years before the intended transfer. This timeframe allows the use of small business CGT concessions, which require the farming business to have been owned for a certain period and meet other conditions. It also allows superannuation contributions to be maximised in the years before retirement, water licences and land to be revalued, and trust deeds to be reviewed and updated. Starting the process early also reduces family conflict by allowing all parties to understand and agree on the plan before it becomes urgent.
